winuae 2.3 and lha.run

good evening to the furoum i am new in amiga emulation even if a had an amiga 1200 a long time ago when i was younger i have installed the winuae ver 2.3 and i followed the instructions from the green alien guide to install the wb 3.1 but when i tried to run the lha.run from cli it says that operation is succesfull but it does not extract the archives for the 68020,68040 e.t.c like the one from the picture from the green alien guide the result from this is that i cant install the picasso96 whdload and all the other programs  any help please will be welcome. should i install winuae ver1.3 like the guide has ? thank you for your time sorry for the bad english
